The judgment passed on March 29 by the Supreme Court is a
historic step towards environmental protection. A bench of the Supreme Court
Justice Madan B Lokur and Justice Deepak Gupta directed the automobile
manufacturers to close the sale of Bharat Stage 3 (BS-3) vehicles across the
country from April 1. The court also said that if a BS-3 vehicle comes after
registration for April 1, then the State Transport Department will see the
document, to prove that the car was purchased before March 31, 2017.
In the order given too, this bench of judges clearly stated that even though the share of BS-3 trucks in the total stock of truckss in the country is relatively small, yet increasing air pollution and the deteriorating health of people It will not be wrong to say that public health and their fundamental rights of life are more important than the business interests of automobile manufacturers. This is an important point. In this, not only the strict message for automobile manufacturers, but there is also a lesson that they will have to make extra efforts now. He should not underestimate this change by adopting a narrow perspective. Vehicle companies will have to give adequate consideration to the health of the common people. During the trial, automobile manufacturers also presented data of unsold BS-3 trucks. This figure indicates that there are currently 8,24,275 non-sold BS-3 vehicles in the country. Of this, 96,724 are commercial vehicles, while 6,71,305 two-wheeler, 16,198 cars and 40,048 tricycles are available. The demand for the companies was that they should give a one-year extension to eliminate this stock, but the Supreme Court rejected all their arguments. The most unfortunate and totally unacceptable aspect of this entire episode is that the year 2010 Automobile companies are also producing BS-4 vehicles for certain scheduled areas, even though most of them have to reduce the production of BS-3 trucks. They were producing these cars at an old pace, while they were aware that these vehicles are harming human health. In these years, there was no change in their business attitude, they did not make any concrete tactics for this change. However, it is not that the behavior of all automobile companies remains the same. There were also some companies who had tried their best to stop the production of BS-3 trucks in the past. In such companies, I would definitely like to name the names of Maruti Udyog Limited, Toyota, Hyundai, General Motors and two-wheeler car maker Bajaj Auto Limited. Although it should have been considered by the whole automobile industry and had a shared corporate agreement. This step extended from BS-3 to BS-4 is also important, because it will reduce the particulate matter particle mitigated in our climate. It is estimated that 80 % of new BS-4 trucks and 50 % of cars can reduce emissions. Similarly, BS-4 two-wheeler vehicles can reduce emissions of hydrocarbons and nitrogen oxides by 41-80 %; although this will depend on a few engines. One issue is important and important. For the next 15-20 years, BS-3 trucks will continue to run on Indian roads. Therefore, we should seriously think that not only Delhi-NCR but entire India does not keep poisonous pollution due to the soft provisions of this standard and old BS-3 trucks. The reality is that air pollution has become a major threat to the entire country along with Delhi-NCR. According to the Global Burden of Disease report of 2017, India is second in the world due to death of PM 2.5 (Particulate Mater 2.5). Not only this, ozone pollution is also taking our lives, and in this case we are on top of the world. Situation is that more than one fourth of the total global deaths due to air pollution are happening in India. Obviously, we can not ignore all these statistics. Well, in the wake of BS-4 vehicles, the refinery sector has already started a number of initiatives for the refinery and its upgradation. The figures of the Central Road Transport and Highways Ministry show that there are about two crore registered in India in a year and only BS-4 trucks will be sold from tomorrow, it can be assumed that this court verdict is directed towards public health. How big step might prove. However, this concern can not be ruled out that when the whole world is moving towards the Euro-7, then we are adopting BS-4, that is, we are nine years behind in this matter from European countries. In the year 2003, the first recommendations related to auto fuel policy had arrived. It was a road map for 2010. But instead of showing quick response, we remain careless. The second recommendation came in 2015, but the provisions that were discussed in them were considered too soft. Therefore, we and our institution tried to ensure that the health of the common people of the country did not collapse on the slack of our policy-makers by intervening in this matter. Our demand was that India progressed faster and reached parallel with other countries' standards. It is good to say that this point has been noticed, and it is expected that India will start adopting the Euro-6 standard by 2020-21.
